Houston-based Reliant Energy is the land office’s partner in the venture, known as the State Power Program. Only two bids were examined before agreeing to the deal, though port officials said it sent bid requests to 15 retail electricity providers. The port will pay $98.14 a megawatt hour under the terms of the one-year agreement that becomes effective Feb. 1. In 2005, the city of Galveston and the University of Texas Medical Branch also approved new contracts for their multimillion dollar electricity service budgets using the State Power Program.
