UTMB, faced with operating deficits, has cut spending. Workers lost their jobs. Many people blame Dr. John D. Stobo, who is stepping down as president. The antidote to the view that everything will be rosy when he's gone is a conversation with Dr. Kenneth I. Shine. He is responsible for the six health-care institutions operated by the University of Texas System, including the medical branch in Galveston. Together, those institutions have an operating budget of roughly $5.3 billion. Shine talks like a man who is used to making quick, but firm, decisions. He was asked what he wished people in Galveston County knew about UTMB. First, he wants the community to know that the UT System has no plans to dismantle the medical school and move it to Austin.
