The Daily Texan, March 20, 2007 AUSTIN - Between August 2003 and June 2004, five male juvenile inmates of the Texas Youth Commission have been treated for injuries caused by excessive force restraint, according to a report. Injuries such as these, as well as a number of other factors such as inadequate funding and soured relationships with commission officials, caused the University of Texas Medical Branch Correctional Managed Care to reconsider their contract with the juvenile system two years ago, said Dr. Ben Raimer, vice president for community outreach in the community health services department of UTMB. The commission has come under intense scrutiny and criticism in the past month when media reports uncovered allegations of inmate sexual abuse by employees and facility administrators and subsequent cover-up attempts. The system has been taken over by law enforcement officials and administrative appointees by Gov. Rick Perry to oversee inmates and employees during system-wide investigations. Its former executive director and entire board of directors have since resigned.
