Money, location hamper youth lockup medical care May 7, 2007 State should consider putting youth detention facilities in metro areas Austin American-Statesman, May 5, 2007 AUSTIN -- Money is at the root of problems with the medical care offered to inmates in Texas Youth Commission facilities, witnesses Friday told a legislative committee investigating the beleaguered system. They also said the more fundamental flaw may be the locations of the 13 youth lockups sprinkled around the state. They are far from the state's largest metropolitan areas, making it hard to find enough nurses, doctors and psychiatrists to provide care. "The facilities are in the wrong places for us to recruit and to operate," said Dr. Ben Raimer, vice president for correctional managed care with the University of Texas Medical Branch, which along with the Texas Tech University Health Science System provides medical care at the lockups.
