KHOU-TV, Channel 11 Houston, May 28, 2007 AUSTIN - Despite all the fighting and dissent, the state House managed to pass a $153 billion two-year budget that will affect us all.  And, in some cases, even our pets. Trudy and Fiona, Chris Krug's two dogs, will be forever grateful for what lawmakers have been up to. Beautiful because the budged includes $3.5 million to save the West 11 th Street Park. The West 11th Street Park would have been bulldozed for apartments in August had neighbors not found the money to save it. The state's new budget is environmentally friendly in other ways, too.  Lawmakers approved $5 million for a wind energy project run by the University of Houston. In another project, the Houston Fire Museum will get $2 million toward a $23 million dollar reconstruction effort.  And if the feds approve it, the state will spent $16 million to move the Battleship Texas to a permanent new home in drydock. But the folks at UTMB aren't as happy. Their budget was cut by 7 percent.  Officials say it will force even more cutbacks in care for the uninsured.
