Reaching the top while treating others ethically in an era of corporate scandals and CEOs gone bad is another. That's why nearly 300 business leaders and island residents gathered Tuesday at a luncheon to honor attorney Fred D. Raschke, 52, with this year's Galveston Chamber of Commerce Business Leader award. Past award recipients are island car dealer Bob Pagan, independent insurance agent Garry Kaufman, University of Texas Medical Branch president John Stobo and island real-estate business owner V.J. Tramonte.
