Create a hospital district to fund and grow University of Texas Medical Branch - and legalize gambling for the city of Galveston, if the state allows local Galveston voting for gambling. Most taxpayers, including me, want to keep UTMB strong and located in Galveston - but much higher property taxes resulting from creating and operating a hospital district to support UTMB will drive property values down. Solution: Earmark a large part of gambling royalties to the UTMB hospital district and some funding for greatly improving the Seawall corridor. Byron Barksdale Galveston
