Galveston County Daily News, Sept. 10, 2007 Language in a proposed change to federal rules seemed to hold out hope that the University of Texas Medical Branch could get millions more in federal money. The National Association of Public Hospitals and Health Systems said the overall effect of the new rules amounted to an attempt to cut $4 billion in five years in medical care for poor people.
