Amarillo Globe-News, Oct. 31, 2007 Scott Medlock, the writer of this opinion column, opposes Proposition 4, which appears on the ballot Tuesday. Among other things, this proposition would provide money for more prisons. Mention is made of UTMB in a negative context as a medical provider for the prison population. Medlock is a prisoner rights lawyer.
