Galveston County Daily News, Oct. 26, 2008 This article states that, if a levee had been built as recommended by the Army Corps of Engineers in the 1970s, that large sections of Galveston would not have sustained flood damage, including UTMB.  Mike Fitzgerald, Galveston County engineer says that, if the levee had been built: "UTMB would be open today .... Ninety percent of the flooding would not have been there."
