"Caring for Galveston and helping the island step into a stable, prosperous future will be part of the Legislature's task - one that must not be shirked. Creating a sustainable economic base in that richly historic community is vital to the Houston region's well-being, beginning with the careful nurturing of the University of Texas Medical Branch, the state's oldest medical school. UTMB performs an important regional function in handling the load of poor and indigent patients from Galveston and several surrounding counties.
