Heber Taylor, editor of the Galveston paper, writes in this editorial that including all of Galveston County in a vote to create hospital district is the right thing to do. "The medical branch is involved in this high-stakes game because the Texas Legislature says it is. Legislators in other parts of the state were tired of having their own folks paying taxes to support hospital districts to cover the cost of uninsured patients, while people in Galveston County, who live in the shadows of one of the state's premiere health-science centers, enjoyed a free ride."
