Heber Taylor, editor of the Galveston paper, writes in an editorial about the proposed hospital district. "If the county commissioners decide to put the hospital district on the ballot and that proposal fails, they're going to have to raise the county's tax rate to pay for the same level of care for those who lack insurance. ... It's a cost the county must bear if the medical branch is to get the millions needed to rebuild those hospital beds. ... Why don't county commissioners forget about creating a hospital district and simply come up with the money?"
