Galveston County voters might not have to vote to approve a hospital district. County commissioners are leaning toward approving an increase in the tax rate to fund hospital and specialty care for uninsured county residents at 100 percent of the federal poverty level. That would trigger the release of $350 million so that UTMB can proceed with the building of a new hospital tower.
