UTMB's Dr. Joseph Penn is quoted in this article about how young offenders with psychiatric disorders are increasingly being sent to juvenile detention facilities instead of being diverted into mental health programs. "We're seeing more and more mentally ill kids who couldn't find community programs that were intensive enough to treat them," said Penn, director of mental health services for the University of Texas Medical Branch Correctional Managed Care. "Jails and juvenile justice facilities are the new asylums."
