In a guest column, Armin Cantini supports a proposal by the Galveston County Commissioners Court to extend indigent medical services to uninsured residents who earn up to 100 percent of the federal poverty level. This would meet a requirement by the Texas Legislature that, if adopted, would release $150 million in state funding for a new surgical tower at UTMB.
