Galveston County commissioners approved hospital care for residents who qualify at up to 100 percent of the federal poverty level starting Jan. 1, but included a resolution requiring the UT System to outline its plans for UTMB. Before releasing $150 million in tuition revenue bonds, the state Legislature required the county to increase its funding for indigent care from 21 percent of FPL to 100 percent. The county raised the rate to 50 percent this summer. The vote was not unanimous.
