FEMA will pay the entire cost of cleaning the island’s storm drain system. UTMB already has cleaned drains around the campus. Marcel Blanchard, director of utility operations at UTMB, said, “We found chunks of concrete, chairs, sand and silt that washed back up into the system,” he said. “We were amazed at the volume.”
