In this editorial, Heber Taylor, Daily News editor, urges support for the Galveston County Commissioners Court proposal to raises taxes to fund a higher level of care for uninsured residents who earn less than 100 percent of the federal poverty level. The commissioners were scheduled to vote on the matter this morning.
