The federal visit comes just a week before Parkland Memorial Hospital assumes full control of health care delivery at the jail, succeeding the University of Texas Medical Branch, which declined to renew its three-year management contract. Health care at the jail has been under scrutiny for more than a year, spurred by a scathing county report on conditions and a flurry of civil rights lawsuits filed by inmates and their families who allege care so woeful that it puts inmates in medical jeopardy.
