Leon Clements founded League Medical Concepts in January 2005 after having served as associate vice president for managed care at UTMB for nearly a decade and in the health care industry for 30 years. Before retiring from the Galveston university in December 2004, Clements was one of the main architects behind the construction and implementation of a telemedicine-based correctional care medical delivery system which many consider has become a benchmark of the industry.
