The students were allowed to transfer because the schools did not meet state academic standards. Hale said she discussed the matter briefly with her staff on Dec. 12. However, she said she hadn’t informed the board of trustees of the news by Dec. 30 because her normal practice is to wait until she receives documents formally from the state through the U.S. Postal Service. Hale also wrote that she was working with the University of Texas Medical Branch and the Texas A&M at Galveston campus to try to bring up fifth-grade science scores.
